How do you do reputation comments?

Sorry I know this is probably not in the right place but how do you give people reputation comments? I can't figure it out at all

Under your details there are 3 buttons ... a green dot, something that looks like scales and a warning triangle. You just click the scales and you can add to someone's reputation.
