Profile pictures

Do you have to have posted a certain number of threads to upload a picture.
Ive been trying to edit my profile but it wont attach any pictures, i cant get into the albums either.
I was able to create an avatar but was just wondering is there some reason i cant save a profile picture.

I'm sure it said on the help page that you can upload pictures to your gallery after 20 posts?
