is it harder to burn off carbohydrates? ie. if there were two things of the same calorie content but one had more carbohydrates in than the other, would this be less efficient in losing weight?

depends if they were good or bad carbs, good sustain your energy longer hence to burn cals n workout longer and give full feeling, bad such as chips mcdonalds etc thy dont fill u properly make u hungry soon after and dont give u sustained energy x
