Certainly - about 30-40mls MAX of cold water (usually I put it in a ramekin) and then stir for all you're worth with a tea spoon. Then spread on (this gives a butter-icing consistency). You can't whizz it with a blender, cos it just gets stuck round the blade and you have to lick it off!!!
