are you best to lose few lbs before starting to excercise?

hi everyone, just wondering if you are best (in general) to lose a few pounds of your target before starting to excercise? not even sure why i am askign this question but it came into my head. I have 1 stone (maybe slightly less) and didnt know if it was just best to start on excercise regardless as i think my biggest problem is feeling baggy & needing to tone up!!
 
I started exercise as soon as I started SW. It'll always help so I wanted to start sooner.
 
I would start to exercise straight away, even if it's just light, it will speed up your weight loss and help you tone up
