Weird though, they're only a few cals higher than the curry bakes which are 2.5 syns :s

They shouldn't be as high as that. I think you forgot to include the free food allowance. 13.5 syns is a straight 1 syn for every 20 calories but doesn't take into account the fact that the main ingredients are free foods.
 
I'm getting

10½ Syns per package/portion on Extra Easy

using Onion as free Food.

it does have cheese in it, but that still seems very high.
 
Actually looking at the ingredients again that doesn't seem so OTT at all:

Batter
Cheddar Cheese (5%)
Sunflower Oil
Mozzarella Cheese (5%)
Dried Potato
Full Fat Soft Cheese
Breadcrumb
Wheat Flour
Wheat Gluten
