minister of health..for a year

if you were offered the job to be minister of health but for one year only what would you do to encourage the public to develop healthy habits?
obviously we all know that obesity is a risk to the health and lives of the public so would that be top of your list?
we also have a culture of binge drinking which is also a serious risk to the health of the public.
how would you go about getting binge drinkers to see that they cannot carry that way without it causing serious harm to their health?
what would be next on your list?
the drug taking culture perhaps?
again how would you try to get the users to see that drug use is a trap
that takes away your money
your resistance and ultimately one's life?
would you do something about the tobacco consumption culture?
last night i looked at a page on wikipedia and it was about lung cancer and it showed a picture of what the inside of a persons lungs looked like after years of consuming tobacco...and it looked horrible...to think we are born with clean healthy lungs and after a while growing up in human society we get introduced to tobacco and very soon those clean healthly lungs become ravaged and damaged by the tobacco inhaled into them.
would you have the courage to say enough is enough and annouce a complete ban on the sale and use of tobacco?
do you think it is even right that the laws allows such a practice to be openly used despite knowing the harm it does to people?
sadly there is so much wrong with human health so you would obviously need more than a year to tackle as much of the things that harm us.
but if the rules stated 12 months only... what legacy would you like to leave behind in the hope that it will be grafted into human society and passed on to future generations?
as minister of health would you not feel you have a responsiblity to act as big brother to protect the public from harm?
of course the public have to take responsibility for themselves...carefully considering the choices they make and how it will affect them in the long term?
i personally think the lax laws in our country has encouraged reckless behavior that has caused many people to harm themselves.
it may help the ecomony...but we are all drinking ourselves to death how can that be acceptable?
i hope my post wont offend anyone...i'm just trying to encourage serious debate on a subject that is very important.

Soooo many questions, and so much to do in just one year:D

I'd tackle obesity first as IMO i feel that is the main problem we have.

I'd bring back traditional home economics in class. i'd also introduce cooking lessons for parents, but cooking things simlar to what they eat now, eg healthy burgers, on healthy buns etc with low fat healthy deserts. And I'd make sure they new the meaning of 'moderation'.

Personally I think people have lost the motivation to cook & they don't have the time.
